Bob Barnes (George Clooney) is a career CIA undercover operative who has been assigned a mission in Beirut. Things go wrong and he ends up being kidnapped. After he is released, he returns to the U.S. and is caught up in a secret plot against a Persian Gulf Prince Nasir Al-Subaai (Alexander Siddig). Bryan Woodman (Matt Damon) is an oil stock broker, who has become a friend to the prince, after a tragedy hits home. Bryan advised the prince how he can make his country better with the oil revenues once he becomes Emir. The oil companies don't want Nasir to become Emir, because he wants the U.S. military bases out of his country, and he wants to build the country's infrastructure. Nasir also wants to make peace with others countries in the Persian Gulf and not waste money on unnecessary items such as expensive warplanes. Once they are united, they will control their own destiny by controlling their own oil. Then we have a merger of two U.S. oil companies under review of the Justice Department, and the Pakistani teenager who loses his job at the oil field, and is recruited to be a suicide bomber.
