Social criticism disguised in eulogy

At first glance, it is very easy to pass this film as a political propaganda of eulogizing cops. However, this is a deeper meaning behind this film: the slow pace of law enforcement build up in comparison to the rapid economic development. Due to the lack of man power and resources, experienced retiree had to be called out to work, the government emphasized on economic development such as infrastructure, but the building up of an efficient legal system is even more important.
