After trying to apply for a construction permit at the town hall, Peter discovers that his property technically qualifies as an independent nation. Things go well for the fledgling nation of Petoria until Peter, frustrated with the lack of respect he receives at the UN, invades Joe's swimming pool and touches off a war with America. Left with no weapons, no water, no food and no electricity, will this be Peter's last stand?
