The lawyer serves Max & the Chief with a writ of habeas corpus and immediately seizes the KAOS parrot, before returning it to Melnik. A writ of habeas corpus is an order to produce a detained person at a court hearing, to allow the court to determine the legality of the detention, not an order to release them outright.
