A rival of Hine's appears to have snatched a missiles contract from under his nose, and he wants to find out how - and why.
At a conference in North Africa, Hine is expecting to make a deal selling a new British missile to Rashid, but is told that a rival French broker, Gianni Laclos, is getting the deal for the same order instead - partly on Gibb's suggestion, and by paying larger bribes. Hine checks on Laclos' movements and discovers he has made a deal to deliver the missiles elsewhere, to a country under embargo - and tells not Gibb, on the spot, but his contact back in London. Rashid agrees this would see Britain blacklisted throughout the region, and most likely turn to France - and Laclos - for business. He agrees to buy instead the now-superseded missiles from Britain, giving Hine the contract.
