No, he's not that Doctor. He's the spokesman for this road safety short directed by Michael Gordon -- the other Michael Gordon, the one who didn't direct PILLOW TALK. Cushing wears a white jacket, tut-tuts at the audience and refers to "we doctors."
It's a pretty good safety short, with some nice point of view shots as some people get run down and other people talk crossly to each other. Then there are a bunch of people crossing the street on bicycles and with flowers.... just the sort of confused and confusing situation that my mother had in mind when she said "It's all fun and games until someone gets hurt."
My mother -- and yours too, I expect -- had a dozen set phrases to cover every situation which two sons could get into, usually promising disaster. Somehow it never came to pass because people saw this movie and movies like this and were careful around kids.
